English only guerrilla marketing

I notice that more and more guerrilla marketing campaigns in non English speaking countries are in the English language. Why is that? Are they just trying to appeal to the English language marketing blogs? Like in the case of the Duesseldorf Magics campaign below, I understand that many people in Germany speak English and can possibly get the context, but isn't it the case that more people in Duesseldorf or the rest of Germany speak mostly German?
